Harris County holds 5,045,026 people across 1,729 square miles — more residents than 30 states, and roughly one in six Texans. Its seat is Houston, but close to half the county's population lives outside the Houston city limits, and that is where the lending gets interesting.
Most buyers arrive thinking the question is which neighborhood. In Harris County the question that actually moves the monthly payment is which jurisdiction the parcel sits in — because an unincorporated address in a municipal utility district is financed against a very different escrow than a house inside the city limits a mile away.

Unincorporated Harris County is the biggest lending story here
Texas counties cannot zone, and Harris County contains an enormous amount of land that no city governs. Subdivisions out here were built by developers who financed their own water, sewer and drainage through municipal utility districts, and those districts are still collecting.
A MUD levies its own tax rate on top of the county, the school district, the community college and the hospital district. A young MUD that recently issued bonds charges more than a mature one that has paid them down. Two houses of identical price in adjacent subdivisions can carry escrows that differ by a few hundred dollars a month purely because of district debt.
Emergency services districts fund fire and EMS where no city department covers the area, and they bill separately.
Your lender counts every one of them. The full tax figure goes into the payment you are qualified against, which means district rates do not just raise your monthly cost, they lower the loan amount your income supports. Deed restrictions do the job zoning does elsewhere
Houston is famously without zoning, and Harris County outside it has none either. What governs land use instead is the recorded deed restriction, and it matters to a mortgage in ways zoning never would.
They are private and enforceable. Restrictions run with the land, are recorded in the county clerk's records, and bind you whether or not anyone mentioned them.
They decide whether your plan is legal. Running a business from the property, parking a boat or RV, adding a garage apartment, splitting a lot, renting short-term — all of it is governed by the restriction, not by a city code you can look up.
Lenders read them on anything unusual. If you are buying a property to rent, to subdivide or to operate in any way, the title commitment's restriction exhibit is the document that decides whether the plan survives.
Many lapse or go unenforced, which is its own hazard: a subdivision whose civic association stopped enforcing restrictions decades ago may have a metal building next to a brick ranch, and the appraiser will have to reconcile that.
HCAD, your escrow, and the protest you should file
The Harris County Appraisal District is the largest appraisal district in Texas, and it values more than a million parcels a year with the bluntness that volume requires.
Your first-year value is frequently wrong, in both directions. A sale resets the value, and a purchase price below the district's figure is the cleanest protest evidence that exists.
The homestead exemption caps annual increases at 10% once you have held the property and filed. In a county that has appreciated the way Harris has, the cap compounds into real money.
The seller's exemptions end at closing. Buying from an owner with an over-65 school-tax ceiling means the bill you inherit is not the bill they paid, and the listing's tax figure will understate yours.
The protest deadline is typically mid-May. File in your first year. It is the one year you hold a receipt that proves market value.
Flood is a Harris County underwriting question, not a formality
