USDA eligibility is based on the property's address, not how "rural" it feels. Many fast-growing communities just outside Austin's urban core — including areas around Hutto, Elgin, Manor, Lockhart, and parts of unincorporated Hays and Bastrop counties — fall inside USDA's eligibility map, even though they're a short drive from the city.
