Fort Bend County holds 975,191 people across 875 square miles southwest of Houston, and almost all of that growth arrived as master-planned communities built on former prairie and farmland. Its seat is Richmond.

No county in Texas is more defined by special districts. Sugar Land, Missouri City, Katy's Fort Bend portion, Fulshear, Rosenberg and the unincorporated stretches between them were developed by builders who financed water, sewer, drainage and in places levees through districts that are still collecting. MUDs, LIDs and why your neighbour pays less

A municipal utility district levies a property tax to repay bonds that funded the subdivision's utilities. The rate declines over decades as the debt is retired, which is why an established community often carries a lower district rate than the new one down the road.

A levee improvement district is the Fort Bend specialty. Large areas of this county sit behind engineered levees that keep development out of the Brazos River floodplain, and the district that maintains the levee taxes the property it protects.

Both are on top of the county, the school district, the city if any, the hospital district and the community college.

All of it counts in your ratios. The lender qualifies you on the complete payment, so a high district rate reduces the loan your income supports.

Ask for the rate, not the average. Two houses in neighbouring communities can differ by a meaningful amount per month on district rates alone, and the Fort Bend Central Appraisal District tax certificate is where the real figure lives.

Flood behind a levee is its own conversation

A levee changes the flood map, and it changes the insurance question in a way buyers find counterintuitive.

Accredited levees can remove the mandatory purchase requirement, which means no federal requirement to carry flood insurance on a federally backed loan.

That is not the same as no risk. Levee systems are engineered to a standard, and water above that standard is still water. Many owners in these communities carry flood coverage voluntarily, and after recent Brazos events a good number more do.

Map revisions move properties in and out of the mandatory zone, and a property that did not require coverage at the last sale may require it now.

Ask the association and the district, not only the seller, what the current status is.

Master-planned communities carry fees beyond the tax bill

The communities here are amenity-heavy, and the monthly cost includes more than taxes and insurance.

Association dues fund pools, trails, lakes and staff, and lenders count them in your debt-to-income ratio.

Some communities layer sub-association dues on top of a master association, and both count.

Transfer and capitalisation fees at closing are charged by many associations and belong in your cash-to-close estimate rather than appearing as a surprise on the settlement statement.

Deed restrictions are actively enforced in most of these communities, which matters if your plan involves renting the property, parking a commercial vehicle or building anything.

New construction is still a large share of volume

Fulshear, the western Katy area and the southern county are actively building.

Which programs fit Fort Bend County

Conventional financing carries the bulk of purchases, with the 2026 conforming limit at $832,750 for a single-family home.

Jumbo is common in Sugar Land, Sienna and the newer Fulshear communities.

FHA is used across Rosenberg, Stafford and parts of Missouri City; the 2026 national floor is $541,287, with the county figure published by HUD.

VA lending is steady given the metro's veteran population.
