Brownsville spent decades as one of the most affordable metros in Texas. Then a launch site opened at Boca Chica, the port expanded, and a market that had moved slowly for a generation started moving quickly.
Fast-moving markets create a specific financing problem that almost nobody anticipates: the appraisal comes in below the contract price. Not because anyone did anything wrong, but because of how appraisals are built.
If you are buying here, that is the mechanic worth understanding before you write an offer.
Why appraisals lag when prices rise
An appraiser values a home using closed sales — transactions that have already funded and recorded. In a stable market that is an excellent method. In a rising one it is structurally backward-looking.
A sale that closed sixty days ago was negotiated ninety days ago at the price the market supported then. When values are climbing, today's contract price can be legitimately above every closed comparable available, and the appraiser is bound to the evidence rather than to the trend.
Add two local factors and the effect sharpens:
Thin comparable sets. Brownsville's neighborhoods are varied in age and construction, and some have few genuine peers selling in any given quarter. Fewer comparables means larger adjustments and more uncertainty.
Pending sales are not comparables. An appraiser may note them as supporting evidence of a trend, but cannot base value on transactions that have not closed.
What to actually do about it
Know what happens contractually. Under the standard Texas third-party financing addendum, if the property does not appraise for the amount needed, the buyer generally has a right to terminate within the specified period and recover earnest money — unless that protection has been waived or limited.
Understand appraisal gap coverage before you agree to it. Agreeing to cover a shortfall up to a stated amount makes an offer more competitive, and it means cash out of pocket if the appraisal comes in low, because the lender lends against the lower of price or appraised value. Only offer what you actually hold.
A reconsideration of value is a real process. If the appraiser missed a relevant closed sale, you may submit it for consideration through the lender. What works is additional closed comparable sales the appraiser did not have. What does not work is an opinion that the number is wrong, or pressure of any kind — appraiser independence rules exist precisely to prevent it.
Order the appraisal early. In a market where values are moving, the difference between ordering on day two and day ten is a different set of available comparables.
Resacas, flood zones and what they do to a loan
Brownsville is built around resacas — former channels of the Rio Grande, now a network of curving freshwater waterways threading through the city. They are the most distinctive geographic feature of the place, and they are also a financing consideration.
Property fronting or backing a resaca is desirable and priced accordingly. It is also more likely to sit within a mapped flood zone, which triggers the federal requirement to carry flood insurance as a condition of the loan. The premium is escrowed, so it raises your payment and consumes qualifying ratio. Two Brownsville-specific points:
Resaca frontage is not automatically in a hazard zone, and hazard zone status is not automatically about the resaca. Get the determination run on the address rather than inferring it from the view.
Drainage in a flat delta city is about the system, not the slope. There is very little natural fall here, so stormwater management is engineered. An inspector's comments on lot drainage carry more weight than they would in hill country.

Windstorm coverage, briefly
Cameron County is a designated coastal county, which means wind and hail may be excluded from a standard homeowner's policy and covered instead through a separate windstorm policy, commonly written through the Texas Windstorm Insurance Association.
Two consequences worth knowing: certification of construction to windstorm building standards is generally required for TWIA coverage on newer or altered structures, and the separate premium is a separate escrow line that counts in your ratio.

Cameron County taxes
Combined rates in Brownsville generally run in the 2.4% to 2.9% range — City of Brownsville, Cameron County, Texas Southmost College, a drainage district, and your school district, most often Brownsville ISD.
Verify the parcel with the Cameron Appraisal District. A sale resets the appraised value and the seller's exemptions end at closing, which matters more than usual in a market that has appreciated quickly — the seller's bill may reflect years of capped increases that will not carry over to you.
File your homestead exemption the year you buy. The 10% annual cap on homestead appraisal increases is worth considerably more in a rising market than in a flat one.

FHA financing at a low down payment, the most used program in this market.
Conventional loans at 3% to 5% down, avoiding FHA's mortgage insurance for the life of the loan.
VA loans for eligible veterans, with no down payment and no monthly mortgage insurance.
USDA loans on eligible properties in the surrounding county at zero down — coverage outside the city limits is meaningful here. Verify by address.

Where people buy
North Brownsville along FM 802 and Paredes Line Road holds most of the newer single-family development.
Los Ebanos and Rancho Viejo to the north bring larger lots and, in Rancho Viejo, a separate incorporated town with its own rate.
The historic downtown and Fort Brown area hold the oldest stock, including substantial nineteenth-century masonry buildings.
Southmost near the river is among the most affordable parts of the city.
Boca Chica and the SH-4 corridor east toward the coast have seen the most direct effect from the launch site, with limited residential inventory and unusually volatile pricing.
Olmito and the unincorporated county to the north move into acreage and USDA territory.
The city
Brownsville was established around Fort Texas in 1846, renamed Fort Brown after Major Jacob Brown was killed defending it, and the fight that followed began the Mexican–American War.
Palo Alto Battlefield National Historical Park on the city's northern edge preserves the site of that war's first major battle, fought in May 1846.
