McAllen Mortgage Broker: Manufactured and Modular Home Loans
The Rio Grande Valley has one of the highest concentrations of manufactured housing in the United States, and Hidalgo County is at the center of it.
That matters because manufactured homes are financed under a completely different set of rules than site-built homes — and the single decision that governs everything is whether the home is legally real property or legally personal property.
Get that wrong and you are looking at a chattel loan at a much higher rate over a much shorter term. Get it right and a manufactured home finances with the same programs, and frequently the same rates, as any house on the street.
Real property or personal property
A manufactured home leaves the factory as personal property — titled like a vehicle. It stays that way unless somebody takes deliberate steps to change it.
To be financed with an ordinary mortgage, the home must be real property, which in Texas generally requires:
- The home is permanently affixed to a foundation on land
- The land and home are owned by the same party (leased-lot homes cannot be real property)
- The towing hitch, axles and running gear are removed
- A Statement of Ownership is filed with the Texas Department of Housing and Community Affairs electing to treat the home as real property, and the election is recorded in the county real property records
Until that election is recorded, the home is personal property regardless of how permanently it appears to be installed. This is the most common reason a Valley manufactured home purchase falls apart — the buyer assumed the conversion happened years ago and nobody checked.
Ask for the Statement of Ownership early. TDHCA maintains the record and it is searchable. A title company can confirm it. Do this during the option period, not in underwriting.
The requirements that disqualify a home
Beyond the real property question, four conditions decide eligibility, and none of them can be worked around:
Built after June 15, 1976. Homes manufactured before that date predate the federal HUD code and are not eligible for FHA, VA, USDA or conventional financing. There is no exception. A 1974 home is a cash or chattel transaction.
The HUD certification label and data plate must be present. The label is a metal plate on the exterior; the data plate is a paper document inside, typically in a cabinet or closet. Missing labels can sometimes be verified through a records search, but a home that cannot be verified cannot be financed conventionally.
A permanent foundation meeting HUD standards. Most programs require an engineer's foundation certification confirming compliance with the HUD permanent foundations guide. This is an inspection you pay for, and older installations frequently fail it — piers, anchoring and skirting are the usual findings.
The home must not have been moved after its original installation on some programs, or must document compliant reinstallation.

Which programs will lend
Once the home qualifies as real property and meets the conditions above, the options are genuinely good:
FHA financing on manufactured homes as real property, at a low down payment. FHA has specific manufactured housing requirements layered on top of its ordinary rules, including the foundation certification.
VA loans for eligible veterans, including on manufactured housing, with no down payment.
USDA loans on eligible properties at zero down. USDA's manufactured housing rules are stricter than FHA's — generally the home must be new, or meet narrow requirements for an existing unit — but where they fit, the combination of a manufactured home and zero down is the most affordable path available in this market.
Conventional programs for manufactured housing exist through both agencies, with product variants aimed at homes built to higher specifications — features like pitched roofs, drywall interiors, energy standards and attached garages. These price considerably better than standard manufactured lending, and a newer home may qualify without anyone realizing.
Modular homes are not manufactured homes. A modular home is built in sections to the state or local building code rather than the HUD code, is placed on a permanent foundation, and is treated as site-built for financing purposes. Same programs, same rates, no manufactured housing rules at all. The distinction is legal and structural rather than visual, and buyers conflate the two constantly.
USDA across Hidalgo County
Hidalgo County is large and substantially agricultural, and a great deal of it outside the municipalities sits in USDA-eligible territory.
Two eligibility tests, both verified by address rather than assumption:
Property location, which is mapped and periodically redrawn. A property that was eligible five years ago may not be today, and the reverse.
Household income, which counts the income of all adult household members, not only the borrowers, against limits that vary by county and household size.
Where a property qualifies, USDA's zero down payment and its guarantee fee structure generally beat FHA over a long hold. It is the most underused program in the Valley.
Hidalgo County taxes
Combined rates in McAllen generally run in the 2.3% to 2.8% range — City of McAllen, Hidalgo County, South Texas College, a drainage district, and your school district, most often McAllen ISD.
Verify the parcel with the Hidalgo County Appraisal District. A sale resets the appraised value and the seller's exemptions end at closing. File your homestead exemption the year you buy.
On a manufactured home treated as real property, the land and the improvement are assessed together like any other house. On one still titled as personal property, the taxation works differently — another reason the election matters.
Where people buy
North McAllen along Trenton and Nolana holds most of the newer single-family development and the higher end of the market.
Central McAllen near the original townsite and along Main Street carries mid-century and older stock.
Sharyland, straddling the Mission line, is a distinct submarket with its own school district.
The unincorporated county north and west of the city is where lot sizes grow, manufactured housing becomes common, and USDA eligibility becomes likely.
Edinburg, Mission and Pharr, the adjacent cities, each carry their own rates and districts and are worth comparing parcel by parcel.
The city
McAllen was founded in 1904 along the St. Louis, Brownsville and Mexico Railway, on land from the John McAllen ranch.
The city sits in the Lower Rio Grande Valley, which is not a valley at all but a river delta — flat, fertile, and one of the few places in the continental United States where citrus grows commercially at scale.

La Plaza Mall is among the highest-grossing retail centers in Texas, driven substantially by cross-border shoppers, and the McAllen Convention Center and performing arts center anchor the entertainment district.
The Valley's winter Texan population — seasonal residents from the northern states and Canada — shapes a meaningful share of the housing market, particularly in manufactured home communities.
