El Paso County holds 877,858 people across 1,013 square miles in the far western corner of Texas, closer to San Diego than to Houston and on Mountain Time while the rest of the state is on Central. Its seat is El Paso.

Fort Bliss sets the rhythm

One of the largest Army installations in the country sits on the county's northeastern edge, and the permanent change of station cycle drives a steady share of purchases and sales.

Unimproved lots sold in the mid-century subdivisions across the county are frequently without utilities, legal access or an approved wastewater plan, and those are not financeable with a standard mortgage until the services exist.

Colonias — unincorporated settlements developed before current platting rules — exist in parts of the county, and financing depends entirely on recorded title and connected services. A property held on a contract for deed generally needs that converted to recorded title before conventional financing is possible.
