El Paso is closer to San Diego than it is to Houston, and it behaves like its own housing market — because it is one.

Prices here run well below every other major Texas metro. Fort Bliss is one of the largest Army installations in the world by area and supports tens of thousands of soldiers and their families. Put those together and El Paso is a market where zero-down VA financing is both widely available and genuinely sufficient to buy a decent home.

Here is what to know.

VA financing, which dominates this market

Zero down. No monthly mortgage insurance.

At El Paso price points that combination is unusually powerful. Where a VA buyer in Austin might still need substantial reserves and careful planning, here a qualified borrower can frequently buy a solid home with very little cash at closing — particularly with seller-paid costs, which this market's pace often supports.

The specifics that matter:

The funding fee is waived for veterans receiving VA disability compensation. Fort Bliss has a large population of retired and medically separated soldiers, and this waiver — worth thousands — is missed regularly. Confirm your status before closing.

Entitlement across PCS moves. Fort Bliss rotates constantly. If you buy here and get orders, you may have remaining entitlement to buy again at your next station while keeping this property as a rental. The calculation depends on your loan amount and the next county's limit — run it before you decide what to do with the house.

BAH counts and can be grossed up because it is non-taxable. Bring your LES to the first conversation.

VA IRRRL for anyone already holding a VA loan at a higher rate — typically no appraisal, no income documentation, often no out-of-pocket cost.

The Texas disabled veteran property tax exemption scales to a full exemption at a 100% rating. El Paso County combined rates run roughly 2.5% to 3.0% — among the higher rates in Texas — so a full exemption is worth a great deal here. On a $240,000 home at 2.7%, that removes about $540 a month.

There is also the Texas Veterans Land Board, offering land, home and home improvement loans separate from federal VA benefits.

Why the tax rate is high when the prices are low

This catches people. El Paso property values are low by Texas standards, and the combined tax rate is high — city, county, the school district, El Paso Community College, and a hospital district.

The two roughly offset in absolute dollars. A $240,000 El Paso home at 2.7% pays about $6,480 a year; a $450,000 Austin home at 2.1% pays about $9,450. The El Paso bill is lower in dollars but takes a larger bite relative to value.

What it means practically: the tax line is a larger share of your payment here than the price suggests, and it belongs in your budget from the first conversation. Verify the parcel with the El Paso Central Appraisal District.

What makes this market different

It is geographically isolated. The nearest comparable metro is hundreds of miles away. That means the local market moves on local conditions — Fort Bliss troop levels, the medical center, the border economy, the university — rather than tracking Texas statewide trends.

Construction is different. Stucco over frame or block is the norm rather than brick. Flat and low-slope roofs are common, and they have different maintenance profiles and inspection considerations than pitched composition roofs. Desert landscaping is standard.

Water matters. El Paso is genuinely arid, and the city has been a national leader in water conservation and desalination. Some properties have restrictions or requirements around landscaping and irrigation.

The Franklin Mountains run through the middle of the city — Franklin Mountains State Park is among the largest urban parks in the United States. Homes on the slopes can involve engineered foundations and retaining structures, which appraisers and inspectors examine closely.

Where people buy

West El Paso and the Upper Valley hold the higher-priced inventory, with mountain views and larger lots.

East El Paso is where most newer suburban construction sits, closest to Fort Bliss, with the heaviest VA volume.

Northeast sits between the mountains and the base.

Central and the historic districts — Sunset Heights, Manhattan Heights — hold early-twentieth-century housing, some of it architecturally significant. Renovation financing frequently fits here.

Horizon City and Socorro to the southeast offer more accessible pricing, and some outlying properties may be USDA-eligible at zero down — verify by address.

The city

El Paso sits at the pass between the Franklin Mountains and the Sierra de Juárez — the gap the Spanish named El Paso del Norte, and the reason a city exists here at all. It has been a crossing point for four centuries.

Together with Ciudad Juárez across the Rio Grande, it forms one of the largest binational metropolitan areas in the world, and the cultural and economic connection between the two runs deep.

Franklin Mountains State Park covers more than 24,000 acres entirely within the city limits, with the Wyler Aerial Tramway historically running to Ranger Peak. Hueco Tanks State Park east of the city holds one of the most significant concentrations of prehistoric rock art in North America, and it is a world-renowned bouldering destination.

The University of Texas at El Paso has a campus built in Bhutanese architectural style — a genuinely unusual story, adopted in 1917 after a faculty member's wife saw photographs of Himalayan monasteries in National Geographic.

The El Paso Museum of Art holds a notable collection, and the Plaza Theatre, a 1930 Spanish Colonial Revival movie palace, has been restored downtown.
