A grant does not have to be repaid. A repayable second is simply a second mortgage. All three get called "assistance," and the difference determines what happens if your plans change.
The layers worth checking on a Garland purchase:
TDHCA — the Texas Department of Housing and Community Affairs runs statewide programs pairing a first mortgage with assistance toward down payment and closing costs, with income and purchase price limits that vary by county and household size.
TSAHC — the Texas State Affordable Housing Corporation runs its own statewide programs, including targeted tracks for teachers, first responders, corrections and EMS personnel, and veterans. The eligibility tests differ from TDHCA's, so being outside one does not mean being outside the other.
Mortgage Credit Certificates. An MCC converts part of your annual mortgage interest into a federal tax credit rather than a deduction. It does not help with cash at closing, but some lenders can use the benefit in qualifying, and it recurs every year you hold the loan. It is the most consistently overlooked item on this list.
Dallas County and City of Garland programs appear and pause as funding cycles allow. Availability genuinely changes year to year, which is why it is worth asking at application rather than assuming.
Three practical points that decide whether this works:
- Most assistance requires a homebuyer education course. Complete it early — an incomplete certificate holds up closing.
- "First-time buyer" usually means no ownership interest in a primary residence in the past three years, not literally never. A lot of eligible buyers rule themselves out.
- Assistance is layered onto a first mortgage, most often FHA financing at a low down payment, sometimes Conventional. The combination is what makes the number work.

The mid-century housing stock, honestly
Most of Garland was built between the early 1950s and the late 1970s: single-story brick ranch homes, low-pitched roofs, attached carports, generous lots and very large trees.
That stock is well built and it is also old enough that certain things are due. What inspections turn up here repeatedly:
Cast iron drain lines. Common in pre-1970 construction and at the end of their service life. A camera scope of the sewer line costs little and is the single most worthwhile optional inspection on a house of this era.
Original electrical panels and branch wiring. Certain panel brands from this period are widely regarded as hazards, and some insurance carriers decline or surcharge them. Aluminum branch wiring shows up in mid-1960s to mid-1970s homes.
Foundation movement. Dallas County sits on expansive clay that shrinks and swells with moisture. Some movement in a sixty-year-old slab is normal; active movement is not.
None of this is disqualifying, and none of it is a reason to avoid the stock. It is a reason to budget for the inspection and to know that renovation financing exists — FHA 203(k) and Fannie Mae HomeStyle both finance purchase and repairs in one loan against the after-improvement value, which is frequently the difference between a house that works and a house you cannot afford to fix.

Three school districts inside one city
Garland addresses feed Garland ISD, Richardson ISD or Rockwall ISD depending on where the parcel sits. The boundaries do not follow the city limits.
This matters financially, not just academically: the school district is the largest single line on a Texas property tax bill. Two similar houses at the same price in the same city can carry meaningfully different monthly payments because of it — and that difference lands in your qualifying ratio.
Verify the attendance zone by address with the district. Never take it from a listing.
Lake Ray Hubbard, and shoreline property
Garland's eastern edge runs along Lake Ray Hubbard, a reservoir on the East Fork of the Trinity that the City of Dallas owns and Garland manages substantial shoreline around.
Two things that surprise buyers:
Much of the shoreline is leased, not owned. Where that is the case, what conveys is the home and a leasehold interest in the land beneath or adjacent to it. Leasehold financing is a different product from fee simple, with fewer lenders and specific requirements around remaining lease term relative to loan term.
Confirm which you are buying before you make an offer, because the answer changes which loans are even available. The deed and the survey settle it.
Standard fee-simple homes with a lake view — the large majority of the market here — finance normally.
Taxes
Combined rates in Garland generally run in the 2.2% to 2.7% range: City of Garland, Dallas County, Dallas College, Parkland Hospital District, and your school district.
Verify the parcel with the Dallas Central Appraisal District. A sale resets the appraised value and the seller's exemptions end at closing, so the first post-purchase bill is often higher than the listing implied. File your homestead exemption the year you purchase — the 10% annual cap on homestead appraisal increases is worth real money over time in a county with rates this high.
One local quirk worth knowing: Garland runs its own municipal electric utility, Garland Power & Light, rather than sitting inside the deregulated retail market most of Texas uses. It does not affect your mortgage, but it does affect your monthly cost of ownership, and it means you will not be shopping retail electricity plans here the way you would a few miles west.
Where people buy
The original townsite around the downtown square holds the oldest stock, including pre-war homes, and has seen steady reinvestment.
North Garland toward Firewheel is the newer end — 1980s through 2000s construction, larger two-story homes, and the Firewheel Town Center retail core.
Duck Creek follows the greenbelt and trail corridor through the middle of the city, with 1960s and 1970s homes backing the creek.
Eastern Garland toward Lake Ray Hubbard mixes established neighborhoods with shoreline and water-view property.
Southwest Garland near the Richardson and Dallas lines holds some of the most affordable entry stock in the county.
The city
Garland grew out of a railroad dispute — two rival settlements, Embree and Duck Creek, were consolidated by Congress in 1887 and named for Attorney General Augustus Garland.
The Garland Landmark Museum occupies the 1901 Santa Fe depot on the downtown square. The Plaza Theatre, a restored 1941 movie house, now runs live performance.
Garland was the manufacturing center of the Dallas area for much of the twentieth century — Kraft, Resistol hats and Dr Pepper all had significant operations, and Resistol still makes hats here.
The Spring Creek Forest Preserve protects a rare stand of old-growth bottomland hardwood on the city's north side, and the Duck Creek Greenbelt trail system runs several miles through the center of town.
