Webb County holds 281,224 people across 3,357 square miles on the Rio Grande, and it is dominated by a single economic fact: Laredo is the busiest inland port in the United States. Its seat is Laredo, and the county around it is vast, dry ranch country with almost nobody in it — the population density outside the city is among the lowest in Texas.

That produces two lending markets with nothing in common. In the city, the central problem is documenting income that moves through businesses — customs brokers, freight forwarders, warehouse operators, owner-operators. Outside it, the problem is financing land measured in sections rather than lots.

Qualifying when the income runs through a business

A large share of Laredo's workforce is self-employed or paid through an entity, and conventional underwriting is unkind to exactly that profile.

Two years of tax returns, averaged, is the conventional standard — and the return that minimises taxable income minimises qualifying income by the same stroke.

Bank statement programs qualify on deposits across 12 or 24 months instead of the return's bottom line, which is frequently the difference between approval and decline for a business owner here. See bank statement loans.

Owner-operators have their own wrinkle: depreciation on the tractor is a non-cash deduction that can often be added back, and fuel and per-diem treatment varies by program. Bring the full return including schedules, not just the first two pages.

Business debt paid by the business can sometimes be excluded from your personal ratios with twelve months of cancelled checks or statements showing the business paid it.

A partial-year profit and loss is often required alongside returns when the application is late in the year.

Our Laredo page covers self-employed documentation from the city side in more depth.

Ranch land outside the city

Webb County's rural acreage is sold in tracts that residential lenders simply will not finance.

Conventional mortgages expect a residence with land in reasonable proportion to total value. A section of brush with a hunting cabin is not that.

Land loans are a different product — shorter terms, larger down payments, and pricing that reflects the collateral.

Mineral and surface rights are frequently severed in this part of Texas, and an existing lease or active operation affects both value and lender appetite.

Water is the limiting factor. Groundwater availability varies enormously, and a tract without a producing well is valued differently from one with.

Hunting leases generate income that most residential programs will not count, though a land or portfolio lender may consider it.

Taxes and the appraisal district

The Webb County Appraisal District values every parcel; the rate stacks the city where applicable, the county, the school district and Laredo College.

File the homestead exemption in the year you buy for the exemption and the 10% annual cap on assessed value increases.

Agricultural and wildlife valuations cover most of the rural county, taxed on productive use rather than market value. They do not transfer automatically, and converting land out of the qualifying use can trigger a rollback assessment for prior years plus interest.

The protest deadline is typically mid-May.

USDA, FHA and the programs that fit the city

FHA carries a large share of Laredo's purchase volume, with the 2026 national floor at $541,287 — comfortably above local price points, so the limit rarely binds here.

USDA eligibility covers areas outside the Laredo urbanised boundary by address, including Rio Bravo and El Cenizo, with household income limits that are higher than buyers expect.

Conventional financing covers the middle of the market, with the 2026 conforming limit at $832,750.

VA lending serves the county's veteran population.

DSCR financing supports the rental market that the warehouse and transport workforce sustains; see DSCR loans.

Manufactured housing appears across the rural county with its own title and foundation requirements.

Where people buy

Laredo holds nearly the entire county population and has its own guide.

North Laredo, along Loop 20 and toward the airport, carries most of the newer subdivisions and the county's higher price band.

Central and south Laredo hold the oldest housing stock, closest to the international bridges and downtown.

The eastern edge, along US 59 toward Duval County, mixes newer residential with warehouse and transport land.

Rio Bravo and El Cenizo, south along the river, hold the county's most affordable housing and much of its USDA-eligible inventory.

The rural county — Mirando City, Bruni, Oilton — is ranch and oilfield country where the land questions above govern.

Neighbouring counties

Webb borders Zapata, Jim Hogg, Duval, La Salle, Dimmit and Maverick, with Mexico across the river. All are ranch counties with small populations and the same land-financing profile.

Towns and cities we lend in across Webb County

Laredo holds nearly the entire county population. Rio Bravo and El Cenizo sit south along the river with the county's most affordable housing. Mirando City, Bruni and Oilton are small communities in the eastern oilfield, and Encinal sits north on I-35 at the La Salle County line. The remainder of the county is ranch land in tracts measured in sections.

Assistance programs that reach Webb County

TDHCA and TSAHC reach the whole county, and Laredo has administered its own homebuyer assistance for income-qualified buyers inside the city. At Laredo price points the state income limits fit a broad range of households. USDA eligibility covers Rio Bravo, El Cenizo and the rural county, and for buyers there it typically does more than a grant. For self-employed borrowers, though, the programme matters less than the income documentation — that is where files are won or lost here.

Frequently asked questions

Who are the best mortgage lenders in Webb County, TX? For business owners, the ones with real bank statement programs rather than conventional-only shelves. For ranch land, the ones with a land product. Those are different institutions, which is why a broker is useful here.

How do I qualify for a mortgage if I am an owner-operator? Usually through a bank statement program, or through conventional underwriting with depreciation added back. Bring the complete return with all schedules so the add-backs can be calculated properly.

Can I get a mortgage on ranch land in Webb County? Generally not a standard residential mortgage. Large acreage without a proportionate residence needs a land loan, with a larger down payment and a shorter term.

Can I get a USDA loan in Webb County? Outside the Laredo urbanised area, including Rio Bravo and El Cenizo, often yes. Eligibility is by address, and the income limits are higher than most buyers assume.

Does my business debt count against me personally? Sometimes it can be excluded, with twelve months of evidence that the business paid it. That single exclusion often moves a file from declined to approved.

Do mineral rights affect financing here? They can. Severed minerals and active operations affect value and some lenders' appetite, particularly on rural tracts. Disclose what the title shows early.

Which appraisal district covers Webb County? The Webb County Appraisal District, which sets values and handles exemptions, agricultural and wildlife valuations, and protests.

Can I get a mortgage as a truck owner-operator? Yes, commonly. Depreciation on the tractor is a non-cash deduction that can often be added back to qualifying income, and where returns still understate the business, a bank statement programme qualifying on deposits is the alternative. Bring complete returns including all schedules so the add-backs can be calculated.

Why do lenders ask for twelve months of business bank statements? Because on a bank statement programme the deposits are the income documentation. The lender derives a monthly figure from them, usually applying an expense factor, instead of using the net profit from a tax return that legitimate deductions have reduced.

Can I buy ranch land with a regular home loan? Generally not. A standard mortgage expects a residence with land in reasonable proportion to the total value. Large acreage with a modest structure, or bare land, needs a land loan with a larger down payment and a shorter term, and mineral and water rights affect what lenders will do.

Is Laredo a buyer's market or a seller's market? It behaves differently from the Texas metros because the local economy is tied to cross-border freight rather than to corporate relocation, so it does not swing with the same cycles. The practical consequence for a buyer is that financing readiness matters more than speed: a documented, fully underwritten pre-approval carries more weight here than an aggressive offer.

Can I get a mortgage in Laredo if I am paid in cash? Only if the income reaches a bank account and can be documented. Deposits are what a bank statement programme measures, so cash that never enters the banking system cannot be counted by any lender. If that describes your situation, begin depositing consistently now — most programmes look back twelve to twenty-four months.
